Can PDF pages be merged, split and reordered without changing their content?
Yes. ISO 32000 stores a document's pages as a tree of page objects, each pointing at its own content stream, fonts and images. Merging, splitting, extracting, reordering and rotating are edits to that tree — a rotation is a single /Rotate entry of 0, 90, 180 or 270 — so the page content is copied or re-referenced, never re-rendered, and text stays selectable and searchable. What can change is the document-level data around the pages: bookmarks, links between pages and form fields that referred to a page that was removed.

How many copies can I make?
Up to 100 copies of each selected page in one run, within the page limit of your device.
Does the file grow with every copy?
Only a little. Copies share the same content stream, fonts and images inside the file, so ten copies of a page cost far less than ten times its size.
Can I duplicate a page into a different position?
Duplicate places copies after the original or at the end; for an arbitrary position, duplicate first and then use Reorder PDF Pages or the Page Organizer.
Is my PDF uploaded to a server?
No. The file is opened and processed by your browser with WebAssembly and JavaScript; nothing is sent to Mutqan Soft or anyone else. Close the tab and the file is gone. Downloading the result needs a free account — no subscription, no payment.
Can I use it on a password-protected PDF?
Yes, if you know the password: the file list asks for it once and every operation then works on the decrypted pages. The output is saved without a password unless you protect it again.
Technical notes
The whole new page order, copies included, goes through a single pdf-lib copyPages call into a fresh document. Within one call each source object is copied once, so every copy of a page points at the same content stream, fonts and images; an extra copy costs little more than a page dictionary.
