Can PDF pages be merged, split and reordered without changing their content?

Yes. ISO 32000 stores a document's pages as a tree of page objects, each pointing at its own content stream, fonts and images. Merging, splitting, extracting, reordering and rotating are edits to that tree — a rotation is a single /Rotate entry of 0, 90, 180 or 270 — so the page content is copied or re-referenced, never re-rendered, and text stays selectable and searchable. What can change is the document-level data around the pages: bookmarks, links between pages and form fields that referred to a page that was removed.

Frequently asked questions about Merge PDF

How do I change the order of the files?

Use the up and down arrows on each file in the list, or drop the files in the order you want them; natural sort puts report-2.pdf before report-10.pdf.

Are bookmarks and form fields kept?

Page content, links inside the pages and annotations are kept. Bookmark outlines are not merged, and form fields are copied as flat widgets, so fill forms before merging if you need them editable.

Is there a limit on the number of files?

No fixed limit — the total size and page count are capped by your device (see the size limits below).

Is my PDF uploaded to a server?

No. The file is opened and processed by your browser with WebAssembly and JavaScript; nothing is sent to Mutqan Soft or anyone else. Close the tab and the file is gone. Downloading the result needs a free account — no subscription, no payment.

What are the size limits?

Up to 250 MB and 2,000 pages per operation on a desktop browser, 60 MB and 500 pages on a phone, because everything runs in your device’s memory. The tool tells you before it starts if a file is over the limit.

Can I use it on a password-protected PDF?

Yes, if you know the password: the file list asks for it once and every operation then works on the decrypted pages. The output is saved without a password unless you protect it again.

Technical notes

Pages are copied between documents with pdf-lib’s copyPages, which carries each page’s content stream, resources (fonts, images, colour spaces) and annotations into the new file and de-duplicates shared objects. The output is written with object streams and a fresh cross-reference table. Outlines (bookmarks) and AcroForm trees are not merged: page widgets survive, but their field definitions do not, which is why the tool recommends filling forms before merging.
